Canada’s PM Mark Carney Proposes ‘Associate Membership’ in the EU – Because Full Membership Was Too Much Work

Carney, the former Governor of the Bank of Canada, said the proposal is meant to “diversify and deepen” ties with Europe, especially as Canada navigates what he described as over‑dependence on the U.S. and the challenges of dealing with Donald Trump’s trade agenda.
The suggestion has already prompted a cautious response from Brussels. EU officials have asked Carney to clarify exactly what “associate” would entail – whether it would involve the same tariff regime as the U.S., or a more limited set of trade and regulatory commitments – and have requested a diagram to map out the relationship.
While the idea is still in its infancy, Carney hinted that an associate status could give Canada a foothold in the EU’s single market without the full obligations of membership, potentially easing the pressure of a looming U.S. showdown on trade and climate policy.
